Abstract	This report provides an overview of the importance of State Chapter 1 funds to schools in the most impoverished neighborhoods of Chicago (Illinois), schools that serve the city's most disadvantaged children. It documents the central role of programs in Chicago schools paid for with these funds, underscoring the importance of finding ways to balance the budget for schools that do not use State Chapter 1 funds for that purpose. Schools use these funds for the extension and development of a variety of programs. They permit the reduction of class sizes to allow for more individual attention. Schools have also used Chapter 1 funds to develop fine arts programs, after-school programs, and programs to increase parent participation in areas that include tutoring, monitoring, escorting students, and clerical duties. The report also discusses in detail how 19 Chicago elementary schools used State Chapter 1 funds. The information, which came from interviews with the principals, provides the following for each school: (1) school description; (2) use of funds; and (3) a case study of educational improvement.
